PERMANENT FUND OF BASIC INCOME OF THE CITIZENSHIP

Permanent Fund of the Basic Income of Citizenship of the Third Sector

The senator Eduardo M. Suplicy declared his support to the implementation of the Basic Income of Citizenship in Paranapiacaba through the pioneering Project of ReCivitas - Institute for the Revitalization of the Citizenship, an OSCIP.

The Project suggests a non-governmental alternative for the immediate implementation of the Basic Income: the formation of Permanent Funds of Investment. In this model, instead of the institution of a tax or the transfer of governmental budget, the Basic Income would come straightly from this Funding - that will be managed democratically by investors and representatives of the community.

As well as in the law 10.835/2004, this Basic Income of the Third Sector also would benefit unconditionally all of the resident citizens in the Historical Town of Paranapiacaba. However, the benefits of the Founding itself will not restrain to the locality, as the Founding should be invested in the Financial Market, aiming at the development of the economy of the Macro-Region.

Paranapiacaba was chosen mainly due to its importance, which transcends municipal, state and even federal borders. The town is a national natural and historical patrimony, build by the SPR – São Paulo Railway Co., an English company, when in 1864 they made the railway Santos-Jundiaí.

We believe the establishment of Permanent Fundings is not only as the immediate viabilization of the Basic Income, but also as model of sustainability for the Third Sector.

Therefore, through this model of sustainability, that attempts to guarantee a universal right, we expects that companies and citizens invest in the Funding enough to assure an initial income of R$ 40,00 by inhabitant of the town.

However, the Fund will be established regardless of the amount collected as the institution with the local population believes that the formation of Councils Managers of Investment and Income provided by the Project, are instruments of empowerment as important as the actual fund and income, measure allowing the exercise of democratic citizenship and stimulate relations of civic equality.

The initiative also provides educational training to exercise this right, but not necessarily conditioned them to no consideration for the receipt of income, which in itself represents a major rupture in relations of dependency and welfarism.

Paranapiacaba that once was a pioneer in Brazil, the institution employed, is about to be also the precursor to another revolution in the economy with the introduction of this right already guaranteed by
Law: the Basic Income of Citizenship.

Thus a public hearing held on April 11, 2008, with the presence of Senator Eduardo Suplicy, the residents of Paranapiacaba unanimously want the immediate deployment of Basic Income of Citizenship, which already has 1047 people formally included in the project.
